IGCC's Northeast Asia Cooperation Dialogues were founded in 1993 by Susan Shirk, IGCC's director from
1991–1997. Meeting roughly once a year, NEACD provides a "track two," or unofficial, forum where foreign
and defense ministry officials, military officials, and academics from China, Russia, North and South Korea,
Japan, and the United States are able to meet for frank discussions of regional security issues.
NEACD, which is funded by the Department of State, is considered
the leading track two forum in Northeast Asia. At present there is no official "track one" multilateral process
in the region.
