Meeting Report

The latest Northeast Asia Cooperation Dialogue (NEACD) convened at the Hai Tian Hotel in Qingdao, China, 30 August–2 September 2003. The meeting was particularly significant, as it came on the heels of the official six-party talks in Beijing. The informal setting of this NEACD allowed participants, some of whom attended the official meeting in Beijing just days prior, to discuss and analyze the substance of the talks. In addition to having the discussions complement the six-party talks, four officials from the DPRK's Institute for Disarmament and Peace participated in the discussions. The DPRK is one of the founding members of NEACD, but only recently (at the Moscow meeting in October 2002) rejoined the discussion. NEACD participants in Qingdao. All welcomed the DPRK representatives, who participated actively during the informal two-day plenary session.

In keeping with tradition, the first day of the NEACD plenary meeting focused on national perspectives of regional security. Representatives from each of the six countries gave brief presentations and answered questions. The theme of the second morning of the plenary meeting was "Averting Conflict on the Korean Peninsula." Representatives from each NEACD-member country, including Ambassador Fu Ying, Director General of the Asian Department of the PRC Ministry of Foreign Affairs, elaborated on the substance of the just-concluded Beijing talks and discussed the steps needed to make progress in the next round of negotiations. In the afternoon, Dr. Lu Jianren, Director of the Economic Research Department at the Chinese Academy of Social Sciences, gave a lively presentation on the present status and prospects for economic integration and free trade in Northeast Asia.

Defense Information Sharing (DIS) Study Project

Prior to the plenary, a Defense Information Sharing (DIS) study project session was held. Military representatives from the U.S. Pacific Command, the Japan Defense Agency, the R.O.K. Ministry of National Defense, the Russian Federation Ministry of Defense, and the P.R.C. Ministry of National Defense gathered to discuss their country's current military doctrine in Northeast Asia. Lt. Col. Zhao Bao, from the Chinese military, updated DIS participants of China's most recent military joint exercises. Following the meeting, DIS members enjoyed a field trip to the PLA Navy North China Sea Fleet headquarters, which is stationed in Qingdao. A briefing by PLAN senior officials, including the Vice Admiral, at the headquarters was followed by a tour of a PLAN destroyer. Participants had opportunities to ask the ship's Captain about the ship's technical capabilities and the current modernization and transformation of the Chinese military.
